How to Import an Animal to Germany Properly and According to Regulations

Planning a trip around Germany with your pet? Participation in exhibitions and competitions? Here's how to do it properly and safely.

Animals allowed to transport to Germany: cats, dogs, ferrets, and domestic birds, not more than 5 individuals. To be part of exhibitions, competitions, and preparation, more animals may be transported only with invitations to events. The condition for entry includes transportation with a responsible person, who must submit a written statement confirming that the animal is not being moved for the purpose of sale or change in ownership.

It is only possible to import animals to Germany directly, without any third countries involved. If the transportation occurs through other non-listed nations (See Annex II of the Implementing Decision (EC) No. 576/2013), the owner or an authorized representative must confirm in writing that the animal did not have contact with animals not vaccinated against rabies during the journey and did not leave the borders of the vehicle and/or airport.

Getting Ready

Here's a list of requirements for importing an animal to Germany:

  • Microchip;
  • Veterinary passport with vaccination record;
  • Rabies antibody titer test;
  • Veterinary certificate Form 1, exchanged for Veterinary certificate Form 5a;
  • VO577 form confirming the import of an animal for non-commercial purposes.

Import allowed under an international certificate for a period of no more than 90 days.

Veterinary Passport and Veterinary Certificate Form 1. The veterinary passport and Veterinary certificate Form 1 are essential documents needed for the importation of animals into other countries. The Veterinary passport is issued by a licensed veterinary clinic, which records the animal's examination results and vaccination history. Additionally, the Veterinary certificate Form 1, which is an official document approved by the decision of the EU Commission n 2011/874(EU), is filled in by an employee of the Rosselkhoznadzor territorial authority.

Microchip. Since 2011, the tattoo used for animal identification have been replaced with a microchip system that provides unique identification numbers of 15 digits. This chip must comply in its design with the ISO 11784 and ISO 11785 standards, which establish the requirements for the microchip system.

Vaccination. Vaccination of animals is a necessary procedure before entering another country. The recommended vaccination timeline is 12 to 30 days prior to the date of entry. Additionally, animals must undergo de-worming with a maximum of 120 hours and a minimum of 24 hours before entering the country.

Rabies Antibody Test. This test is a prerequisite for the import of an animal to Germany. It is performed in licensed laboratories, such as the anti-rabies laboratory of NoviStem LLC. Blood sampling (for serum collection necessary for the test) is done 1 month after the animal's rabies vaccination, and the test results must be obtained no sooner than 3 months before the animal's entry into Germany.

Customs Process for transporting animals

The accompanying person must declare the animal to customs officials when entering the country. Before purchasing a ticket, check with the airline if it is possible to transport an animal in the cabin, and keep in mind that only up to 2 animals of the same species (2 cats or 2 dogs) can be transported on one flight. To meet the requirements, purchase a kennel that allows the pet to stand up to its full height. Most airlines charge a fixed fee of 50 euros (payable in cash at the time of registration) for transporting animals in the cabin.

What are the age restrictions for animal imports?
It is important to note that there are specific restrictions for the import of animals of certain ages. For example, it is generally prohibited to transport animals into Germany if they are under 15 weeks of age.
What animals are prohibited from entering Germany?
According to the German Protection of Population Law, the importation of fighting dogs, including Pit Bull Terriers and Staffordshire Terriers, is prohibited. However, there are certain exceptions for guide dogs, service animals, and pets who intend to stay in the country for less than four weeks.
Useful tips

The responsibilities of the owner or a responsible person for the registration of animal certificates and documents, as well as deworming the pet 2 weeks before the trip, should be clearly taken into account. Any violation of the importation rules can result in the animal being placed in quarantine for a period of up to six months.
