Although Serbia is not a member of the European Union, it is often treated as a transit country for further travel into the EU and is also a popular destination for tourists and real estate investors, particularly from Russia. To avoid any potential difficulties with the animal importation process, travelers should comply with the following requirements and have a packet consisting of the specified documents. Pre-travel preparation

The international veterinary passport serves as the primary evidence of your animal's health and well-being. Such documents can be provided by any veterinarian in Russia and include a description, identifying information, and vaccination history. The passport should feature the following information:

Microchipping. In addition to the requirements set forth in the EU, animals entering Serbia must possess a microchip for identification purposes. This small device is implanted beneath the skin to uniquely identify the animal and help reunite it with its owners, in case it gets lost. Microchipping has been the standard method of identification in Serbia since 2011, replacing tattoos, which can still be used as an alternative if the animal was born before that year.

Vaccination. Serbian authorities usually require pets to be vaccinated against rabies when importing animals to the country. There is a further requirement: a three-week quarantine. Both the vaccination date and the quarantine period must be met. A primary vaccination has to be given no earlier than when the pet is twelve weeks old, and therefore the importation of animals under the age of twelve weeks is prohibited. An official European Pet Passport includes a full vaccination record, with a mandatory complex vaccination.

Rabies Antibody Titration Test. A specific test allowing to identify the resilience of an animal's immune system to the rabies virus. Rabies Antibody Titration Tests can only be conducted by certified laboratories, such as the «NoviStem» lab in Russia. In many cities across the country, the «NoviStem» laboratory has partnered with clinics who gather the animal's biomaterial and send it for analysis at the «NoviStem».

Veterinary certificate, Form 1. Veterinary certificate Form 1 is provided by the State Veterinary Service of your place of residence. This document confirms that your pet has been examined by a veterinarian, verified as healthy and all required vaccinations are completed. To obtain an accurate certificate, inform your veterinarian about your destination country. At the airport, the Veterinary Certificate Form 1 will be converted into the International Veterinary Certificate Form 5a, which is required for staying in or traveling further into the EU.

Customs and Flight

When passing through customs, present the international veterinary passport and physically display the animal to the inspector to confirm its good health. The animal should be confined in a secure kennel made of sturdy materials with air vents and a leak-proof base.

Requirements for bringing domestic animals to Serbia via air travel are influenced by the air carrier company. Air Serbia, for example, sets the following requirements:

  • Transport of animals is contingent on prior approval by the airline. To acquire clearance, you must notify the carrier ahead of time if you plan to travel with a pet. Moreover, there's a limit on the number of animals that can be transported at once, meaning the airline may decline to carry them in certain circumstances.

  • Only adults can accompany animals. Unaccompanied children are not allowed to transport animals.
  • You can travel with your pet in the cabin if they fit the airline's requirements (the size and weight of allowed personal items); otherwise, they'll have to go in the aircraft's hold.

Transporting cats and dogs via the aircraft cabin is allowed, as long as they have the required documentation as specified above.
